As a Malaysian signatory to the Responsible Care® commitment, OPTIMAL upholds the chemical industry’s global initiative to safety in every phase of its product cycle - from the production and distribution stage to ultimately disposal. Guiding this commitment is OPTIMAL’s emphasis and implementation of the Ten Codes of Management Practices which forms the basis of the Responsible Care® initiative:

  1. Community Awareness and Outreach
  2. OPTIMAL adopts a proactive Community Awareness and Outreach strategy to openly communicate about the Company’s health, safety and environment practices. It allows the Company to build an open and trusting relationship with the community in which it operates and over time, strengthen their confidence in the Company’s operating integrity.

  3. Distribution and Logistic
  4. OPTIMAL takes a visible role in mitigating the risk of harm posed to people throughout its products’ supply chain. Regular evaluations are performed on chemical transportation security risks, which consider the hazards of the material, identify, assess and address the likelihood of the vulnerabilities, and the potential for human and environmental exposure over the route of transport.

  5. HSE Engineering Design and Control
  6. In the design and construction of OPTIMAL’s manufacturing facility, essentially safer designs and engineering controls were adopted to meet stringent HSE objectives; prevent adverse environmental and health impacts; reduce wastes and emissions, prevent process safety incidents such as leaks, spills, fires and explosions; prevent exposure to site personnel, contractors, visitors as well as members of the local community towards hazardous chemicals; and meet applicable regulatory requirements.

  7. Emergency Preparedness & Response
  8. OPTIMAL establishes and maintains appropriate coordinated and integrated emergency plans and capabilities to manage risks associated with on and off-site incidents.

    The capabilities include an incident command structure; a communication process to employees, neighbors and government agencies; fire fighter responder training; confined space rescue; high angle rescue; hazmat response; distribution emergency response; and provisions for emergency medical assistance for people at the work site.

  9. Employee Health and Safety
  10. OPTIMAL implements a consistent Health and Safety Program that identifies and assesses hazards, prevent unsafe acts and conditions, maintain and improve employee health, and foster communication on health and safety issues.

    Employee health and safety hazards are identified and evaluated using the following methods:

    • Job Safety Analysis
    • Exposure Assessment
    • Medical Assessment
    • Health Promotion Assessment
    • Population Health

    Organizational-level programs are also in place to provide an organizational framework for the prevention and control of health and safety hazards.

  11. Non-OPTIMAL Services
  12. OPTIMAL maintains a stringent procedure for identifying and selecting competitive contractors and service providers. The procedure includes a process to ensure that contractors and service providers understand OPTIMAL’s HSE expectations and relevant information consistent with the Company’s HSE policies as well as Responsible Care commitment.

  13. Pollution Prevention
  14. OPTIMAL establishes, communicates and ensures consistent implementation of a Pollution Prevention Program which defines the operating discipline and environmental performance objectives.

    OPTIMAL’s operations and activities are constantly evaluated to identify potentially adverse processes or activities. These includes the management of waste and emission where an annual waste and emission inventory is reported in accordance with OPTIMAL’s (environmental) reporting.

  15. Process Safety
  16. OPTIMAL’s Process Safety Programs are established to prevent process safety incidents. This is done through sound facility design and construction as well as superior engineering practices. In this regard, the probability and severity of process deviations are minimized by the process design itself.

    OPTIMAL’s manufacturing facility is operated and maintained according to stringent standards. The facility is also periodically reviewed for regulatory compliance.

  17. Product Stewardship
  18. Product Stewardship Programs are established to ensure that health, safety, and environmental protection becomes an integral part of designing, manufacturing, marketing, distributing, using, recycling and disposing of our products.

  19. Security
  20. At OPTIMAL, security is a responsibility of every employee. It involves promoting a secure working environment for every employee and reducing the vulnerabilities of the Company’s operating facility as well as protecting its assets.

At OPTIMAL, ‘Vision Zero’ is a commitment upheld by every employee to ensure that the Company’s manufacturing and commercial objectives are achieved in a manner that protects the health and safety of its employees, customers and the local community without any adverse impact to the surrounding environment.
